The University of Education, Winneba, announces for the information of the University Community and the General Public, two vacancies in its ICT Services Directorate.
1. DIRECTOR, ICT SERVICES DIRECTORATE
THE POSITION
The Director, ICT Services Directorate is the Chief Information Technology Officer (CITO) of the University and the administrative and technical head of the University’s ICT Services Directorate. The Director is responsible to the University’s ICT Board and reports directly to the Registrar. The Director shall be responsible for providing leadership to the ICT Services Directorate and for maintaining and providing efficient ICT Services delivery to the University in accordance with policies and procedures of the University and with National and International best practices.
Qualification and Experience
Candidates seeking appointment as Director, ICT Services Directorate must have:
- a first and second degree or higher in a IT related field (eg. Computer Science, Electrical & Electronic Engineering, Computer Engineering, etc)
- at least twelve (12) years relevant experience in the IT Industry.
- strong background in Network Administration
- Project Management certification or at least 3 years of experience successfully managing large-scale IT projects.
- administrative experience with proven supervisory ability over a technical team of not less than 20 persons.
- knowledge of and experience in implementing the ITIL (Information Technology Infrastructure Library) framework
- knowledge in network protocols and their use in network design and troubleshooting
- working knowledge in the Linux Operating System (Red Hat Enterprise Server, CentOS, Ubuntu Server) use and administration.
- working knowledge and experience in Cisco router configuration, troubleshooting, and administration (Cisco and Juniper)
- working knowledge and experience in layer 2 and layer 3 switch configuration (Cisco, HP, and Juniper)
- working knowledge of scripting with Perl and Bash
- knowledge and ability to develop systems, capability to conduct feasibility study into potential IT application areas and produce feasibility reports.
- working knowledge and experience with design and implementation of Enterprise Identity Management using LDAP/Active Directory for over 80,000 users.
- a working knowledge of the following Operating Systems (Latest 2 stable release of the Windows Desktop Operating System, Apple Mac OX X 10.11, CentOS 6 & 7)
- a working knowledge of databases (e.g. Oracle, MS SQL).
- Project Management certificate or at least 3 years of experience successfully managing large-scale IT projects.
- administrative experience with proven supervisory ability over a technical team of not less than 20 persons.
- knowledge of and experience in implementing ITIL (Information Technology Infrastructure Library) framework
- good knowledge in network protocols and their use in network design and troubleshooting,
- ability to evaluate hardware and software products against given technical requirements and make recommendations.
- demonstrated knowledge and experience in current technological trends in (network, routing, web, security, integration of computer and communications and user productivity issues)
- experience in design and administration of enterprise data and voice networks.
- knowledge and experience in Technical Report writing
- knowledge and experience performing the following Network Admistration functions:
- scalable campus network design, installation, and administration (Fiber and Copper)
- enterprise WiFi network design, installation, and administration
- routing (BGP, OSPF, EIGRP, NAT, Static Route configuration, ACL)
- switching (VLANs, Spanning tree, Port Security)
- VPN (GRE, IPSec)
- First Hop Redundancy Protocol (GLBP, HSRP)
- Network monitoring using MRTG and Nagios
- knowledge of windows servers and desktop products.
- good communication skills and interpersonal relationships.
- other professional qualifications in a relevant field of study. (eg. MSCA, MSCT, Networking, Software Engineering, Systems Engineering, Database Technology and Graphic & Web Design, etc) would be an added advantage.
Duties and Responsibilities
- provide technical support to the University’s ICT Board and the University’s ICT Facilities Improvement Committee
- Prepare and Submit annual ICT operational plans and Budgets to the ICT Board for approval and submit same to the Budget Officer for consolidation into the University Budget
- Plan, prepare, and manage the budgets of the ICT Services Directorate and the ICT Facility Usage of the University.
- Project Manager for all ICT related projects of the University from initiation to completion in accordance to approved budgets and schedules.
- responsible for the continuous availability of all ICT resources for administration, teaching, learning, and research.
- Main contact person for the University’s ICT partners, vendors, and suppliers.
- supervision of all technical activities of the Directorate
- perform technology needs assessment for new projects
- assist with technology planning through ongoing research
- provide technical specifications for all ICT equipment to be used on UEW Campuses
- work with the Procurement Directorate to ensure the procurement of all required ICT equipment
- Tier 3 support for servers, network and enterprise applications
- plan and execute maintenance activities for all ICT Resources of the University.
2. DEPUTY DIRECTOR, ICT SERVICES DIRECTORATE
THE POSITION
The Deputy Director, Services Directorate is the Systems Administrator and Systems Analyst of the University and shall assist the Director, ICT Services in maintaining and providing efficient ICT to the University in accordance with policies and procedures of the University and in conformity with National and International best practices.
Qualification and Experience
Applicants seeking appointment as Deputy Director, ICT Services Directorate in Registrar’s Department must have:
- A minimum of first and second degree in IT related field. eg. Computer Science, Electrical and Electronic Engineering, Computer Engineering, etc.
- At least nine (9) years experience in the IT industry.
- Knowledge in network protocols and their use in network design and troubleshooting
- Minimum of 3 years working experience administering servers running on the Linux Operating System (CentOS 6&7) in an enterprise environment
- Minimum of 3 years working experience administering servers running on Microsoft Server 2008/2012 in an enterprise environment.
- Knowledge and experience setting up and administering the following servers for 60,000 to 80,000 users
- Moodle Learning Management System, Domain Name Services (DNS), Dynamic Host Configuration Protocol Services (DHCP), Proxy Server (Squid Server/Pocket Fence/System), Web Server (Apache Server) and Application Server (Tomcat), Directory Server (LDAP/Active Directory), Mail Server using Postfix, Dovecot, and LDAP, SAMPA Server Domain Controller integrated with LDAP, KVM Virtual Server Management, Authentication and Identity Management Server, Enterprise Backup Systems
- Scripting with Bash and Perl for system integration and automation
- Extensive knowledge of data processing, hardware platforms, and enterprise software applications.
- Technical experience with systems networking, databases, Web development, and user Microsoft Project.
- Extensive knowledge of voice communication protocols such as SIP, H.323, Megaco (H.248), MGCP, RTP etc.
- Working knowledge of networking protocols.
- Strong analytical and problem solving skills.
- Experience in the development and implementation of standards procedures and guidelines to support operational processes.
- At least three years relevant experience in computer systems operation/application development and training in System Analysis/Design Methodology.
- Knowledge and ability to develop systems and be capable of conducting feasibility studies.
- Ability to evaluate hardware and software products against given technical requirements and make recommendation.
- Knowledge of at least three programming languages (including Java, PHP, Python) and be able of carrying out maintenance and enhancement of existing systems,
- Reviewing and revising procedures and standards
- Handled and completed various projects of considerable magnitude and value from system analysis/design stage through programming to implementation stage
- Knowledge of the following Operating Systems (Latest 2 stable release of the Windows Desktops operating system, Apple Mac OS X 10.11, Cent OS 6&7)

Duties and Responsibilities
- assist the Director of the ICT Services Directorate
- Be responsible for the University’s System Administration
- Be the University’s System Analyst and:
- provide technical expertise and recommendations in assessing new IT software projects and initiatives to support and enhance the University’s existing systems
- identify opportunities that can improve efficiency of business processes.
- investigate and resolve application functionality related issuesand provide first level support and troubleshooting of the University’s Enterprise application systems
- coordinate application development for multiple projects
- assist in troubleshooting software application issues
- assist in managing an outsource relationship for 3rd party application development and programming consultants
- assist network administrator with application installation and testing
- Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirement
- work with the Database Administrator to analyse data contained in the corporate database and identify data intergrity issues with existing and proposed systems and implement solutions.
- provide assistance and advice to business users in the effective use of applications and information technology
- write technical procedures and document for the applications including operations, user guide, etc.
- produce technical documentation for new and existing applications
- verify database and data integrity
- participate in weekly meetings with the IT network team to discuss progress and issues to be resolved, and report progress on a weekly basis to the Director.
- participate on IT project steering committees and be involved in the design phase of any new IT software development projects.
- assist in the creation of the creation of the system design and functional specifications for all new development projects.
- any other duties assigned by the Director.

Job Description/Duties and Responsibilities
Reporting to the Registrar, applicant will be required to advise the Colleges on all legal matters and represent the Colleges in the Law Courts where necessary. Additionally; you will be responsible for advising the Colleges on all disciplinary matters.
Qualification and Experience
Candidates seeking the position must:
- Possess a minimum of LLB and BL from a recognized university with at least two (2) years Post-qualification working experience.
- Relevant experience in tertiary education management and administration at a senior level will be an advantage.
